The Public Service Commission (PSC) of the Kingdom of Lesotho is honoured to participate in a three-day benchmarking study tour hosted by the PSC of Namibia from 24–26 February 2026.

This historic engagement, held under the SADC PSC Forum, marks a significant step in strengthening regional collaboration and advancing governance excellence.

Warm Welcome in Namibia The Namibian delegation, led by Commissioner Salmaan D. Jacobs, extended a heartfelt welcome to Lesotho’s team, headed by Chairperson Adv. Mpeo Limpho Mahase-Moiloa. Commissioner Jacobs emphasized that the exchange is not only vital for the two nations but also for the broader SADC community, as public service institutions work together to reinforce constitutional democracies and share best practices.

Lesotho’s Reform Journey Chairperson Mahase-Moiloa highlighted Lesotho’s ongoing institutional reforms, noting that Namibia was chosen as a peer due to its peaceful environment, comparable population size, and its own reform journey aligned with Vision 2030.

“We hope to measure our processes against yours and identify gaps and opportunities for improvement,” she remarked.

Key Engagements The study tour includes visits to major Namibian institutions such as:

  • PSC Secretariat and Department of Public Service Management
  • Judicial Service Commission and Teaching Service Committee
  • Namibia Institute of Public Administration and Management (NIPAM)
  • Office of the Secretary to the Cabinet and Office of the Speaker of the National Assembly
  • Ministries of Education, Innovation, Youth, Sports, Arts and Culture, and Urban and Rural Development

Discussions will cover delegated powers, advisory frameworks, and operational HR functions, providing valuable insights for Lesotho’s reform agenda.

Looking Ahead This benchmarking tour symbolizes Lesotho’s commitment to building excellence in governance and public service delivery. It is expected to foster lasting partnerships and strengthen cooperation across the SADC region.
